Dear Supervisor Rose;

We are writing to you regarding the unincorporated area of the Goleta Valley. Our current General Plan is more than 10 years old, has been amended and changed many times without public input, the City of Goleta has been incorporated, and you have repealed the Goleta Gowth Management Ordinance.

We do not believe that the Housing Element should be split, nor should it proceed further without a new General Plan for the Goleta Valley. In addition, we do not believe that the current planning process is taking full account of clauses ‘Policy LUR-GV-3’, ‘Action LUR-GV-3.1’ and ‘Action LUR-GV-3.2’ in the current Goleta Community Plan regarding use of county and public land for affordable and workforce housing sites.

Therefore, we believe that a new General Plan with broad public participation and input is called for before any zoning changes and/or any further advancement of the Housing Element.

We, residents of the Goleta Valley, request

1. That a fully representative General Plan Advisory Committee be formed.
2. That all seven elements of a new General Plan be addressed, with well-advertised and open public meetings, and that a new General Plan be written and adopted.
3. That a fully independent Environmental Impact Review be conducted when the new General Plan is complete.

Please provide a time line with specific dates as to how you intend to accomplish the redrafting of our General Plan, before the Housing Element proceeds any further.
